The PMO is in charge to oversee and monitor all procurement activities of UP Manila and ensure that all are done in accordance with RA 12009 (Government Procurement Reform Act).
To conduct procurement in full, on time, and without error. Giving utmost importance to what is most advantageous to the government. To promote an enabling environment through capacity building by providing training and support mechanism.
To be a model of good and efficient governance anchored on basic principles of government procurement: Accountability, Competitiveness, Economy, Transparency.
Our fundamental principles in serving the University and the public.
Procurement regardless of mode is still being conducted separately but under the direct supervision of the PMO:
PMO reviews all Project Procurement Management Plans (PPMP), particularly on the mode of procurement, before its consolidation into the Annual Procurement Plan. All Procurement Requests are also reviewed and noted by the PMO as to the mode of procurement, which should correspond to what is indicated in the PPMP/APP.
The conduct of training, workshops, and seminars is more structured with the preparation of the Annual Procurement Training Calendar.
